Look for an envelope on the map that signifies their location. After talking to the Delivery Moogle, grab the Cruise Chaser Identification Key from your inventory and use it to unlock this mount permanently.
If the Delivery Moogle does not have your package, try waiting a few hours before revisiting them, packages can take time to be added to each account.
