To get the recycling machine, you will need to level up yourfishing skillto level four; once at level four, you will then be able to craft the recycling machine via a crafting recipe with the items listed below.
If you are not yet at level four fishing, you may level it up by successfully catching fish with both a fishing pole and crabpot; the higher value fish will also give you more XP. That said, keeping at it until you are level four in fishing, and then get the items listed above.
